Check whether a cached coordinate is still inside its foreground/background TTL.
Parameters
- coordinate: CachedCoordinate
  Cached coordinate to inspect.
- options: CoordinateFreshnessOptions = {}
  Optional clock and TTL mode overrides.
Returns boolean
true when the coordinate can be used without a network refresh.
