Create a relay-pool-backed StreamingOutboxRouter.
Parameters
- options: RelayPoolOutboxRouterOptions
  Relay pool, NIP-65 loader, fallback relays, and optional signer / verifier / relay gate / timeout.
Returns StreamingOutboxRouter
A StreamingOutboxRouter for direct incremental reads and compatibility use through createOutboxService.

Throws
If relayPool, loadRelayLists, or fallbackRelays are missing.
